Topic: Dog chained all day - Wimberley tethering laws?

A neighbor (a renter) is chaining his dog all day every day. She is inside a fence already so I don't know what that's about.The poor dog is out in rain and shine and cold. She gets tangled in the chain and I trespassed into the yard to try to help her but she's aggressive by now with the treatment she's getting and I couldn't get near her. Hays County has been ineffective in protecting animals but I saw where Wimberley is working on tethering laws. Good for them!!!! My questions - are there tethering/chaining laws for the city and would they apply to the ETJ? I feel like we need to do something to help this poor animal and it would surely help a lot if there were some law behind our efforts. Thanks to anyone who has information about this.

I thought there was a city ordinance against this but check with city hall.

Do city ordinances apply to the ETJ? Thanks.(Would ask city hall but they're closed today.)

Wimberley has a "no tether" ordinance. I don't know about Woodcreek. City ordinances other than those regulating signs and subdivision development do not apply in their ETJs.

Thanks to everybody for your information and suggestions. I was finally able to find the guy at home and talked with him. He said he was just keeping the dog for his son. I told him it was cruel to keep the dog on a chain and that there were laws but I was sure he wanted to do the right thing by the dog. Hard to believe someone would have to explain that!!!Anyhow, he said she would chew through his cable if he didn't and I suggested he put protection around that and let dog off the chain. I'm happy to report I haven't seen her on the chain since then. She is out in all weather but at least she isn't tethered with a heavy, short chain. I *think* the conversation stayed friendly. Those are tough ones to have but it could be the guy just didn't have a clue. Hard to believe. Thanks again for suggestions and moral support.

According to a WAGS Newsletter, there now is an ordinance with the city regarding dogs outside on lines:"The City of Wimberley now has Animal Care Ordinances. Representatives from WAG Rescue got together with concerned citizens and animal advocates to write ordinances for the humane treatment of animals. Even though there are county and state ordinances, Wimberley has a large population of dogs and needed our own ordinances. We spent many hours researching animal care ordinances in small and large central Texas cities. Working closely with the City Administrator, Don Ferguson, we presented a draft of these ordinances to the Mayor and City Council. After two readings of the proposed ordinances they were unanimously passed by the City Council in December. We are very proud of our small town for realizing the need to help animals who cannot speak for themselves and progressively enact ordinances to prevent cruelty and insure humane treatment of all animals. We are most proud of the Anti-Chaining Ordinance. The City of Wimberley is of the same caliber as the large cities, like Austin, that realized chaining a dog is cruel and inhumane.
